DUCK
KEY SECURITY DISTRICT
With
the establishment of the Property Owners' Association in
the 1970s, members began paying for island security
patrols.
In
1991 the residents of Duck Key proposed the establishment
of a Safe Neighborhood Improvement District or Security
District for Duck Key. The Monroe County Board of County
Commisssioners established a Special Taxing District - 2/6/92 Ordinance 005-1992 amended by Ordinance 012-1994) for the
residential island in February 1992 and a majority of the
voting residents approved a referendum to pay a yearly
non ad valorem assessment of $200 per household for
security service. The Duck Key Security District is the
only Safe Neighborhood Improvement District in Monroe
County.
COMMUNITY
SAFETY
Although
Duck Key is not a gated community, security is of prime
importance to home owners on Duck Key. Security personnel
watch the entrance to the residential islands and patrol
the streets regularly. Prior to legislating a security
district on the island, property owners paid through the
Property Owners' Association to provide nightly and
weekend patrols for the residential islands.
Residents
of Duck Key enjoy a sense of being more secure and know
that patrols act as a deterent to crime and provide
greater safety for young children . The District has a
roving security service and an
Advisory Board which make recommendations to the County
Commissioners.

The
islands' geography also helps provide safety. Curving
roads and limited access to roads on the island act as a
deterent to crime. Residential homes are set apart from
the commercial portion of the island by a bridge and
canals. Through traffic is discouraged in that there is
only one way in and one way out of the residential island
community. Traffic is also lessened by the curved roads
and cul-de-sacs rather than access through a grid
pattern.

BOARD MEMBERS AND ADDRESSS
The Advisory Board is comprised of seven members all of which shall be District 4 appointments. Members are appointed to serve a term of three (3) years. Vacancies are filled for the unexpired portion of a term.

3, 2003 - Duck Key Security Advisory Board Meeting held
at 9 AM , County Government Annex, Marathon - Follow-up
meeting on earlier motion regarding expansion of the
Security District to include Indies Island properties.
Consideration given to 24 hr./7 day week security,
security booth on Duck Key Drive, video surveillance,
Monroe County Sheriff's substation.
Notice
to be sent to all property owners indicating a mailed
ballot will be distributed to property owners at a future
date to allow for a vote in February 2004. This provides
sufficient time for property owners to become informed,
for Duck Key Property Owners Association to distribute
literature on expansion issues and for possible
discussion at its annual meeting in January of
2004.
