Duck Key Wastewater System Public Meeting 25 March 2004 7:00 pm     A meeting was advertised by the FKAA and approxiamately 100 residents attended. A Power Point presentation was given. No attempt to reduce the Q and A  into written form is provided here.   Wastewater Staff Jim Reynolds - FKAA Kerry Shelby - FKAA Ray Shimokubo - FKAA Kirk Zuelch - FKAA   George Garrett - Monroe County     Meeting Objective  Explain why FKAA is nvolved  Summarize the proosed wastewater program  Describe current schedule  Discuss project financing  Question and answers      Why FKAA is Involved State Law mandates the Florida Keys must be   served by sewer systems by 2010 FKAA has the authority to implement wastewater systems in the Florida Keys (unincorporated County) Duck POA has requested FKAA to initiate implementation of the system FKAA is acting on behalf of POA   Recent Developments FKAA is in the process of finalizing the agreement to acquire the Hawk's Cay WWTP The Conch Key wastewater system  construction will commence in May 2004 Monroe County has requested that the WWTP  be upgraded as soon as possible Planned properly, this will allow Duck Key to use the WWTP    These developments make it favorable to Duck Key to move forward     Duck Key Wastewater System Central wastewater system including: - Duck Key - Hawk's Cay - Conch Key    As described in the Monroe County Wastewater Plan    Duck Key system will include: - Wastewater collection system - Treatment at Hawk's Cay WWTP   Duck Key Wastewater System Approximately 380 EDUs Wastewater Collection System - Gravity Systems - Vacuum Systems Wastewater Treatment Plant (WWTP) Options - Advanced Wastewater Treatment (AWT) at Hawk's Cay     Profile Detail of Typical Building Connection Duck Key and Conch Key Wastewater Project Schedule      Planning and Development Funding Municipal Services Taxing Unit (created by Monroe County) Currently 5 MSTUs in Monroe County (Conch Key, Bay Point, Marathon, Big Coppitt and Key Largo Most are about .7 mil for 4 year period for planning (with remaining funds available for capital) Monroe County Federal and State sources     Estimated Project Costs and Financing Sources Total estimated project costs are $5-7 million Grant funding directly offsets the costs to customers Financing expected through tax exempt financing or state revolving fund     What do you pay?
