Most homes on Duck Key fall into an" AE" floodzone , but there are several dozen "V" floodzone properties on Duck Key. . Premiums on flood Insurance for "V" floodzone properties can cost 10 to 20 times more than on "AE" rated properties. Most of Monroe County is AE flood zone.
Current maps place many Duck Key homes which face the ocean in the "V" floodzone.

Downstairs enclosures in an "A" zone below a specified level are illegal. Mr. Morris's letter states "(There are NO such requirements for "A" floodzone properties"

"Dear Duck Key Representative,
I was referred to you by Michael Stazzone, regarding his parent's "V" floodzone issues for their home on Duck Key.
My name is Kenneth E. Morris and I am President of Floodzone Revisions, LLC in Palm Beach County. We provide a full range of floodplain management services, especially FEMA Letter of Map Revisions (LOMRs) to Flood Insurance Rate Maps (FIRMs). In these LOMRs, we revise properties located within erroneous "V" floodzones by placing them into more accurate "A" floodzones. We have performed several LOMRs in Florida, with a 100% success rate to date.
As you are aware, Monroe County is still having issues with regards to illegal downstairs enclosure for "V" floodzone properties. According to Monroe County/FEMA data, there are several dozen "V" floodzone properties on Duck Key. Many of these lots might qualify for having LOMRs performed. By having a LOMR performed - changing the floodzone from V to A - the compliance issue with regards to illegal downstairs enclosures would permanently go away (there are NO such requirements for "A" floodzone properties).
As such, a LOMR also increases the value of a property and makes it more attractive to potential buyers. This is because corresponding flood insurance premiums decrease by about 10 to 20 times. So a property currently spending $10K per year for "V" zone flood insurance would instead spend only about $750 per year for "A" zone flood insurance.
