Phasing of Duck Key Waste Water System.

At the Duck Key Property Owners' Meeting the following charts were presented. Phases 1 through 6 will use a gravity collection system and pumping stations.The first phase of wastewater construction will begin with Bimini Drive and portions of Indies Drive North and South. As financing is obtained additional sections will undergo construction. Phase 6 will be the next to last section scheduled for cmpletion. The middle of Center Island (colored brown/orange) will be the last section completed and will use a vacuum system for collection.

 



 

 

TREATMENT PLANT UPGRADE COST

The FKAA website also provides data on costs associated with the upgrading of the Duck Key Hawks Cay Waste Water Treatment Plant to Advance Water Treatment standards. The estimated cost for the plant is $8,109,294.

Note - The FKAA website did not specify a number for EDUs on the table shown in the FKAA website. An inquiry was made to the Aquaduct Authority, and the number 275 was provided. It was explained that the EDU number for Hawks Cay was not used in determining the resort's share toward the construction of the Wastewater Treatment Plant. Rather the Hawks Cay Transfer Agreement of 2006 was used.

Figure 2 below shows EDUs for Duck Key and Hawks Cay in the Monroe County Wastewater Master Plan and Report to the Florida Department of Community Affairs of April 2008. The chart shows 375 EDUs for Duck Key and 905 for Hawk's Cay (Indies Island). The numbers used by the FKAA in the breakdown of Indies Island add up to 609.9.

COST FOR WASTEWATER TREATMENT AND RECLAIMED WATER

It appears that the monthly basic cost for wastewater treatment for a residential home will be $48.73 if you have a 5/8 or 3/4 inch water line.

The monthly wastewater flow charge will be calculated per thousand gallon for wastewater flow, based on metered water consumption, billed in 100 gallon increments. For a single family residential home the cost will be $7.60 per thousand gallon billed up to a maximum 12,000 gallons of metered water consumption per month.

For a residential property using a monthly average of 5,000 gallons of metered water, the monthly cost would be a $48.73 base cost plus 5 times $7.60 ptg for a total of $86.72

(c) Wastewater Flow Charge


1. The Wastewater Flow Charge is the monthly per thousand gallon charge for wastewater flow, based on metered water consumption, billed in 100 gallon increments:

a. CONCH KEY AND HAWK’S CAY SUB-DISTRICTS OF THE CONCH KEY/DUCK KEY WASTEWATER SERVICE DISTRICT:

Single Family Residential: $ 7.60 ptg billed up to a maximum 12,000 gallons of metered water consumption per month
All other classes of service: $ 7.60 ptg for all metered water consumption

2. All metered water use shall be billed the Wastewater Flow Charge except as provided below:


a. For Residential (Single Unit) and Residential (Senior Citizen/Disabled American Veteran) Service, no Wastewater Flow Charge will be applied to water use from a separately metered irrigation account.
b. For all other classes of Service, no Wastewater Flow Charge will be applied to (a) water use from a separately metered irrigation or any water-only account whose metered use is not returned to the Wastewater system, or (b) water use that is not separately metered that is not returned to the Wastewater system, which shall be determined as follows:

The applicant shall provide an executed worksheet prepared by a Florida registered professional engineer detailing the amount of metered water use which is for irrigation or water-only use that is not returned to the Wastewater system and sign an affidavit documenting the accuracy thereof. The FKAA will have the opportunity to field audit the property and access to such property will not be unreasonably denied by the applicant. Any field audit will be conducted by the FKAA during normal business hours and with not less than three (3) days notice to such applicant. The Authority will review these documents and will make the ultimate determination of the amount of reduction, if any, to water use to which the Wastewater Flow Charge is applied. This affidavit must be updated annually by the Customer. The affidavit automatically terminates if not renewed or if the Premises undergoes a change of use. No water-only use credit will be applied to any account with an average monthly water use of 12,000 gallons or less.

(d) Monthly Charge for Customers with Alternative Water Supply

Conch Key and Hawk?s Cay Customers with Wastewater Service whose source of potable water is an Alternative Water Supply (other than FKAA Water Service) will be charged a fixed Monthly Charge for wastewater service in the amount of: $ 69.63

(22) Conch Key/Duck Key Reclaimed Water System Development Charges.


(a) The Conch Key/Duck Key Wastewater Service District is described as the geographic area bounded on the west by Tom?s Harbor Channel, on the east by the Long Key Channel, on the north by Florida Bay, and on the south by the Atlantic Ocean (generally between Mile Markers 61 and 63), Monroe County, Florida.
(b) Reserved for future use.
(c) The initial collection of System Development Charges for reclaimed water in the Conch Key Wastewater District Service Area is expected to occur through the imposition of a non ad-valorem assessment.

 

Non ad valorem assessment – a charge included on a property tax bill to cover the cost associated with providing a specific service or benefit
