to Order The
meeting was called to order at 9:00 a.m. on June 19, 2003
at the Monroe County Government Center on 63rd Street,
Ocean, Marathon, Florida. 2.

Approval of Minutes The
minutes of June 3, 2003 were handed out and read.

Letter to be sent to home owners on Duck Key COMMENTS
AND OPINIONS A
discussion was held on the wording of the letter to be
sent. Dick Holland stated that he doesn't like the word
reserved in the letter. It was discussed to change it to
"used." It was
stated that a letter should be sent to DKPOA, the Condo
Association, and Hawk's Cay Association. A motion
was made by Dick Adler and seconded by Dennis Kulig and
carried by a vote of _5 _ to 0_ to accept the letter with
the revision of replacing the word "reserved" in the
fourth paragraph to "used" and to send the letter to all
property owners now. Carried 5.
Ballot COMMENTS
AND OPINIONS It was
discussed what could be done before the ballot is sent to
help further inform the home owners of the facts. A
suggestion was made to get a sketch of what the area of
the guard house would look like and display it for the
home owners. Dennis
Kulig stated that a meeting is needed between Hawk's Cay
and the Duck Key Security District Advisory Board. A
meeting that included people that live at Hawk's Cay that
are interested in this issue. It was
discussed that a public meeting should be held in
November, December, or January to help inform the
public. 6. Dick
Adler's position Dick
Adler stated that he would like to nominate Toni Appell
to replace his position on the board and he would like to
recommend that her name be placed before the County
commission. He stated that she has expressed an interest
and her qualifications are a long time residence of Duck
Key, a past President of the Marathon Garden Club, a
prior board member of DKPOA, and a year around
resident. Tom
Neville stated that Loraine Casella has expressed an
interest in the position. She has been a resident for
over ten years, she would be good in this position, and
she has her home up for sale. A motion
was made by Dick Adler and seconded by Dennis Kulig and
carried by a vote of _5 _ to 0_ for Toni Appell to be
recommended to replace Dick Adler on the Duck Key
Security Advisory Board and for this to be placed before
the County Commission. Carried 7. The
next meeting. Tom
Neville stated that the room being used for meetings in
the 63rd Street Government Annex will be used as a quick
response room over the summer. There is a need to find
another place during this time. Commissioner
David Rice stated that the meeting could be held at an
office at the Guidance Clinic. It was
discussed that someone representing the Marine Patrol and
someone representing the Sheriff's office be invited to
the next meeting. It was
decided to have the next meeting held at the Guidance
Clinic on September 15, 2003. The
meeting was adjourned at 10:30 a.m. Minutes
