1. MEETING CALLED TO ORDER AT 9:00 A.M.

2. WELCOME TO NEW BOARD MEMBER, MERLYN BOBACK AND GUESTS

3. MINUTES APPROVED WITH ONE CHANGE, THAT THE MINUTES FROM PREVIOUS MEETING WERE APPROVED AS READ. FIRST BY JERRY FORTIER, SECOND BY BILL WAGNER, ALL APPROVED.

4. SHERIFFS REPORT FOR THE MONTH OF DECEMBER WAS DISTRIBUTED.

ONE QUESTION AROSE ON THE LEGALITY OF SEGWAYS, CAPT. SCIBILIA SAID THEY ARE LEGAL ON ROADWAYS, JEFF ELSEVER STATED THAT GEORGE SHATTUCK OF WATER SPORTS, IS OFFERING THIS AS AN ALTERNATIVE TO FISHING AND BOATING DURING WINDY WEATHER TO HAVE ESCORTED TOURS OF THE RESIDENTIAL ISLAND THERE WAS SOME CONCERNS EXPRESSED AMONG RESIDENTS AS THERE ARE MANY BICYCLES, JOGGERS, AND NOW SEGWAYS ON ROADWAYS. MICHELLE KOBY WILL BE E-MAIL MORE INFO ON THEIR LEGALITY AND THE HOMEOWNERS ASSOC. WILL START AN EDUCATION CAMPAIGN.

A QUESTION CAME UP ON THE GOLF CART SIGNS THAT STATE 10MPH, CAPT. SCIBILIA CLARIFIED THE SIGNS MEAN GOLF CART SPEEDS ARE LIMITED TO 10mph.

BILLY WAGNER GAVE INSTANCE WHERE A FAMILY CLAIMED THEY DIDN'T KNOW THERE WERE RULES FOR DRIVING GOLF CARTS, SUGGESTION FROM DENNIS KULIG TO DISTRIBUTE THE FLORIDA STATUTES TO ALL HOMEOWNERS. CAPT. SCIBILIA REITERATED THAT DRIVING TIMES ARE LIMITED FROM SUNRISE TO SUNSET ONLY.
CHIEF WILLIAM WAGNER WAS INTRODUCED BY TOM NEVILLE, ASKING HIM TO SPEAK ON THE PROPOSED FIRE STATIONS BEING CONSIDERED FOR CONSTRUCTION ONE ON CONCH KEY AND THE OTHER ON GRASSY KEY. MANY CONCERNED CITIZENS ARE QUESTIONING THAT TWO-FIRE STATIONS BEING BUILT IN SUCH CLOSE PROXIMITY WILL DUPLICATE SERVICES AND WILL RAISE OUR TAXES UNNECESSARILY.

CHIEF WAGNER PRESENTED AN OVERVIEW OF THE PROPOSED FIRE STATION TO BE BUILT ON GRASSY KEY, WHICH IS WITHIN TWO MILES OF DUCK KEY.

CHIEF WAGNER STATED THAT CONCH KEY RELIES ON BOTH THE CITY OF MARATHON AS WELL AS THE CITY OF ISLAMORADA , TO ASSIST WITH LARGER FIRES AND THE BOARD WAS WONDERING WHY WE CAN’T CONSOLIDATE TO SAVE TAX MONEY.

QUESTIONS FROM GROUP CAME UP WANTING MORE INFORMATION AND MEETINGS REGARDING THIS IMPORTANT ISSUE. JEFF ELSEVER OF HAWKS CAY SAID HE WOULD ALLOW ALL OF US TO MEET IN ONE OF HIS MEETING ROOMS. EVERYONE THOUGHT THAT THIS IS A GOOD IDEA. MICHELLE KOBY, THE MANAGER OF HAWKS CAY HOME OWNERS ASSOC. WILL INVITE THE VILLAGE OF HAWKS CAY HOME OWNERS AND THE DUCK KEY SECURITY ADVISORY BOARD WILL INVITE THE RESIDENTS OF DUCK KEY .HAWKS CAY WILL HOST A MEETING FOR ALL OF THE COMMUNITY.

JUDY CLARKE, ASSISTANT ENGINEER FROM MONROE COUNTY GAVE PRESENTATION OF SECURITY CAMERAS, AND BRIDGE WALKWAY. SHE WILL BE MEETING AGAIN WITH MR. FIORE REGARDING SPECS FOR CAMERAS TO BE PUT OUT FOR BID. BRIDGE WALKWAYS IS STILL IN ENGINEERING, CONSIDERATIONS TO KEEP ARCHITECTURAL STYLE BEING CONSIDERED, NO SAMPLES AVAILABLE AT THIS TIME.

TOM STATED THAT THE SECURITY BIDS ARE BEING PLACED BY MELISSA DELSLOOVER, AND WILL BE DISTRIBUTED TO THE BOARD WHEN THEY BECOME AVAILABLE.

JERRY FORTIER REQUESTED THAT MORE INFORMATION BE PLACED ON THE REPORTS FROM DUCK KEY SECURITY, TO INCLUDE WHEN THEY REQUEST PEOPLE TO LEAVE PRIVATE PROPERTY SUCH AS FISHERMAN, ALSO REQUESTED THERE BE MORE DIALOG WITH THE SHERIFF WHEN THEY PATROL AREA, AND USE THE YELLOW LIGHT TO SHOW MORE PRESENCE.

ARTICLES WERE DISTRIBUTED BY MEMBER REGARDING TAXES COMPARING THE CITY TO COUNTY.

MEETING ADJOURNED AT 1050 AM. NEXT MEETING TBA IN LATE FEBRUARY.
